Martin Rutter is the Founder and Principal of Coherent Systems. He is a business development and technology strategy leader with extensive experience working at the intersection of advanced measurement science, critical infrastructure, government and commercialization. As the former Director, Business Development at NRC Metrology, he led partnerships and strategic initiatives supporting the adoption of innovative technologies across industry and government.

Martin has developed and managed collaborations with organizations in telecommunications, aerospace, defence, advanced manufacturing and emerging technology sectors. His recent work has focused on the growing importance of resilient positioning, navigation and timing (PNT), and particularly the role of trusted and traceable timing in supporting telecommunications networks, financial systems, energy grids and other critical infrastructure.

He is particularly interested in how resilient national PNT capabilities can be built through diversified architectures that combine complementary technologies, trusted national references and multiple distribution paths. His work considers not only technical capability, but how these systems can be integrated, trusted and ultimately adopted by the organizations and critical services that depend on them.

Martin is a frequent speaker and commentator on innovation, technology commercialization and the strategic importance of resilient timing and critical infrastructure.
